The building, which housed the Perugia Prison until 2005, was constructed based on Giuseppe Polani’s original design between 1865 and 1870, following the typical model of detention facilities: a panopticon distributed over five levels, with a four-arm plan and a cell layout comprising nearly 350 units. The complex, of remarkable architectural quality, was built with a load-bearing masonry structure of considerable thickness and floors of various types.

Former Female Prison: originally built to be a convent for Dominican Nuns, it served this function until 1867 when it was converted into a female prison. It has been unused since 2005, the year inmates were transferred to the new Capanne prison. The real estate complex rises partly two and partly three stories above ground and was constructed with load-bearing masonry structures and floors of various types.

Paradiso Pavilion: along with the adjacent complex, which also includes the ‘Chapel of the Converted,’ is an irregularly shaped real estate complex with an internal courtyard, rising up to four stories above ground in addition to a basement level. It has also been abandoned for some time, as renovation work started in the 1990s was never completed.

Historical research was conducted at all entities potentially possessing historical/design/construction documents: Civil Engineering Department, Public Works Superintendency, Municipality of Perugia, Umbria Region, State Technical Office, but also the State Archive of Perugia, Uffizi Gallery-Drawings and Prints Cabinet, Historical Archive of S. Pietro, State Archive of Rome, National Library, Marucelliana Library, Augusta Library, and S. Pietro Archive Library.

Survey Instrumentation and Methodology

The surveying process was conducted with an integrated approach using various technologies, each aimed at a specific objective.

The integration of these methods helped achieve a high quantity of heterogeneous data, which allowed for a comprehensive understanding of the property in all its parts.

The survey campaign was performed with three different laser scanners: Leica HDS 7000, Z+F IMAGER® 5016, RIEGL VZ400-i; a total station: Sokkia Set 2X; a GNSS receiver: SOKKIA GRX2; and finally, a DJI Spark drone.

Operations were divided into three main tasks:

Topographic Control Network

UAV Aerial Photogrammetric Survey

Terrestrial Laser Scanner Survey

The outputs of this phase were textured, navigable, and measurable point clouds.

Scan to BIM Process

The outputs from the previously described phase were subsequently used for BIM modeling of the complex of buildings in question.

The process was coordinated by directly importing the point clouds into the BIM software, thus allowing for accurate modeling, which enabled us to achieve a high Level of Detail (LOD) for the model.

The digitalization of the existing (as-built) covered not only the buildings but also the entire surveyed context, using Autodesk Revit 2020 software.

The main output of this final phase was the informative and queryable model from which all types of 2D drawings can be extracted, useful for all stakeholders involved in the project, with whom an Autodesk BIM360 Cloud space was shared, ensuring

Vulnerability Assessment

The modeling of the various Structural Units was conducted with different applications depending on the structural typology: SismiCAD for reinforced concrete framed structures, 3Muri for masonry buildings (in the following image, the model of Structural Unit “A”, the most significant of the Complex).

Also with 3Muri, the overturning safety levels of all facades, or portions thereof depending on the results of the investigation campaign, were evaluated. This provided judgment criteria based on the degree of interlocking and the Crack Pattern.

Some Structural Units reach or are close to unity, thus adequacy, while others are significantly more deficient. These circumstances are evidently conditioned by the presence of rigid floor slabs combined with perimeter beams.

However, it is the kinematic mechanisms that penalize the “Safety Factor” of the property, as is common for historic masonry buildings.

The complexes are located near Piazza Partigiani, adjacent to the city’s historic center, at the base of the Perugia acropolis, in an area built on the ruins of the Rocca Paolina.
